Klimatomställning och ekonomi hanteras i dagsläget huvudsakligen som isolerade frågor, och kommunala ekonomiska processer styr inte alltid i samma riktning som klimatmålen. Integrering av klimat- och ekonomistyrning behövs för att effektivt styra mot nettonoll.
För att möta detta behov kommer förstudien ta fram grön ekonomistyrning där klimatinvesteringar kopplas till ekonomiska processer inom kommunen. Därtill konkretiseras kostnader och besparingar av klimatåtgärder. Genom en nyttoanalys bidrar förstudien till att främja klimatåtgärder som maximerar andra hållbarhetsnyttor och till ett brett ägandeskap för omställningen.
